Development Programme


Strategic Planning
The Hospital started formulating its five-year strategic plan way back in the year 1999. The aim of the strategic plan is to help the Hospital to exploit its unique competencies in order to better attain unique aspirations. It is also expected that the strategy will be useful in managing the Hospital's relationships with both the expected and the unexpected behaviour of the environment and other organizations that might wish to have an interest in supporting the intentions of the Hospital. The five year strategic plan covers the period 2008 to 2012.

Value of Strategic Plan
The strategy making process leads to changed patterns of doing things- decision making processes, ways of seeing including the role of management, information procedures and reward. It `s a system that seeks to affect the way the key people in an organization both "think and act" Their emotional commitment to working together as an effective team capable of implementing their resolutions and agreement.

Project Proposals
In 1989, the Government of Kenya embarked on the upgrading programme for Eldoret District Hospital to convert it into the second National Referral Hospital and also the teaching hospital for the medical School at Moi University. This was made possible with the assistance of the government of the People's Republic of China. The upgrading of the physical infrastructure was conceptualized in three phases but only the first and a section of the second phase were accomplished.
In 1996 the construction of two teaching labs commenced with financial assistance from the Dutch Government. This project included the procurement and installation of laboratory equipment. The project was completed in 2002.

In 1999 the general renovations and face lifting of the old physical facilities in the Hospital commenced. These have continued to date and include an operational private wing, the installation of standby generators, the purchase of two vehicles, and an assortment of vital hospital equipment among others. Much of this work has been done through the Hospital's internal resources (cost sharing funds).

In the year 2001, the Hospital intensified its efforts to seek external support for further upgrading of the facilities therein for functional teaching and referral purposes. Several project proposals were drawn up and sent to the Ministry of Health for onward forwarding to Treasury for possible external funding. Direct linkages with funding agencies were also attempted and once possible sources of funds were identified the Ministry of Health and Treasury were informed for further action.

General Upgrading

This proposal requests assistance to establish a fully functional multipurpose Teaching and Referral Hospital for Western Kenya in Eldoret. It outlines a series of activities designed to strengthen the academic and clinical training programmes of the Faculty of Health Sciences at Moi University, the Medical Training College, at Eldoret and other institutions of higher learning in the region. The estimated total cost is $ 23,331,544

The Major Components of the Proposal are:
The construction of a 210-inpatient facility to house specialist medical units including Renal, ICU, Cardiopulmonary, Neurosurgery and others.
1. Office space for administrative services.
2. Clinical Departments including; Physiotherapy, Occupational Therapy, Orthopaedic Technology, Laboratory, Emergency Medicine, Neucleo-Magnetic Resource Unit, Youth Counselling Centre, Private Wing with VIP suites
3.Administrative Departments including; Maintenance and Supplies and other facilities
including; Hospital Chapel, and Learning Resource Centre.
4. Support systems including piped medical gases, intravenous fluids manufacturing unit.

Renal Unit
The Hospital has purchased two renal haemodialysis machines and installed the requisite water treatment plant in the temporary unit. This has been accomplished with internal resources to stem the referral of patients in need of haemodialysis. However the Hospital requires development support to establish a fully-fledged and purposely built 10-bed renal, unit. This proposal requests a total funding of $ 503,200 to completion.

Piped Medical Gases
This proposal, to install piped medical gases is based on the need to adopt a cost-effective and cost-efficient approach in the utility of the limited financial resources at the disposal of the hospital management. Currently, the supply of portable medical gases has many logistical limitations and prohibitive cost implications that create unnecessary shortages of these essential resuscitative gases. It is expected that with the installation of an oxygen generating plant an adequate supply for the optimal requirement of the hospital will be sustained at minimal costs. It is also expected that when fully operational, the cost-saving measure and revenue generation scheme will boost the hospital's resource base. The proposal requests a total funding of $ 528,990

Sterile preparation unit
The current consumption of IVs is about 52,000 litres per annum. IVs therefore represent a substantial part of the cost of medical supplies in the Hospital. It is estimated that the hospital spends between Kshs. 3 - 4 million a year to purchase sterile preparations. This amount is increased significantly during malaria epidemic episodes in the Western Kenya region. The establishment of a small scale, self-sustaining SPU at a cost of $ 463,449 is therefore a priority.

The Construction and Equipping of Ten Rural Modular Teaching Health Centres This project proposal requests assistance to establish a fully functional multipurpose teaching and referral hospital for Western Kenya in Eldoret as well as the construction and equipping of ten (10) rural health centers each with 50 bed inpatient unit and out-patient facilities, a fully-fledged laborotory, odontology, ophthalmology, radiology, one-year stock pharmacy, an ambulance, a stand-by generator, and accommodation for students and staff.This will revamp provision of specialized care services as well as strengthening the academic and clinical training programmes of the Faculty of Health Sciences, Moi University.

The Major Components for Which Support is Requested are
Construction and equipping of ten (10) rural health centers to augment the community based teaching programs at the College of Health Sciences, Moi University.
Procurement of critical equipment.
Rehabilitation and upgrading of existing facilities at Moi Teaching and Referral Hospital.
The broad objective is to improve the specialized care services offered by the hospital as well as to improve the medical teaching programs for Moi University. Additionally, construction and equipping of rural health centers will play a central role in promoting accessibility of health care services by rural Kenyans in Western region as well as inproviding facilities for training of a health team of graduate students with considerable knowledge, skills and appropriate attitudes to work effective in both rural and urban areas. This project therefore, is meant to address the question of relevance of healthprofessionals' education to rural health needs of the Kenyan population. The total cost of the project is kshs 1.3 billion or fourteen million Euros.
